A Section 73 planning application to regenerate a run-down shopping centre into a new mixed use development.

The proposal which included 620 residential units, 1,192m2 town centre floorspace, a community centre, supermarket, medical centre and public house was approved in November 2025.

 

Cole Easdon (CE) prepared a number of reports on behalf of London Square Developments Ltd in support of the planning application.

Our Experts’ Input:

As part of the Transport Assessment, CE:

  • worked in collaboration with the architects and landscape architects with regard to the strategy for car and cycle parking and fire tender and refuse vehicle access;
  • undertook an Active Travel Zone assessment (both day and night) of 9 separate routes;
  • undertook an accessibility and cycling audit of the surrounding area;
  • assessed the results of parking surveys to help justify the level of parking within the development; and
  • assessed the impact the development would have on the local highway and public transport networks.

CE worked with the developer to produce separate workplace and residential travel plans that would offer a number of measures designed to encourage the use of more sustainable modes of transport, particularly active modes such as walking and cycling.

 

The Delivery & Servicing Management Plan was prepared in order to assess the number of servicing trips predicted to be generated by the proposed development, and to set out measures to ensure that the number of deliveries are minimised.  The capacity of the proposed loading bays to service the site were also assessed within this report.

 

The Parking Management Plan set out the ways in which the proposed onsite car parking will be managed, including an assessment of the likely overall demand for blue badge parking within the surrounding area.

 

The Construction Logistics Plan provided details regarding the number of construction traffic related movements that the development was predicted to generate during its construction, together with an assessment of the suitability of the proposed construction traffic routes to and from the development. A range of measures were also identified to mitigate the impacts that the proposed development will have in terms of construction and construction related traffic.

 

Throughout the project, we worked in close collaboration with the council, TfL and the whole design team to ensure a positive outcome for the project.
