What is a Transport Assessment?
A Transport Assessment is an impartial description of the impacts that a development may have on the existing highway network and/or public transport facilities.
A Transport Assessment considers the traffic and transportation issues associated with the development proposal. It identifies what measures will be taken to deal with the anticipated transport impacts by improving accessibility for all modes of travel, particularly for alternatives to the car such as walking, cycling and public transport. Now more than ever, measures relate to encouraging sustainable modes of travel, as well as a continuing requirement to consider any junction capacity improvement works which may be necessary.
The Need for a Transport Assessment?
The need for a Transport Assessment will generally depend upon the type and scale of the development proposal, but where the development is likely to have relatively small transport implications, a Transport Statement is usually acceptable. A Transport Statement is a scaled down version of a full Transport Assessment.
The contents of a typical Transport Assessment
In accordance with The Department for Transport ‘Guidance on Transport Assessment’, we will ensure that your Transport Assessment contains the following elements:
• Existing Conditions – a description of the current physical infrastructure, characteristics of the site and it’s surroundings;
• Proposed Development – identification of the proposed land use and scale of development, including the trip generation of the proposed development by all modes
and the distribution of car based trips on the local highway network;
• Public Transport Assessment – an assessment of the existing public transport facilities, including accessibility and sustainability of the proposed development site by public transport;
• Walking / Cycling Assessment – an assessment of the existing walking/cycling facilities, including accessibility and sustainability of the proposed development site by these modes;
• Traffic Data & Traffic Forecast – an assessment of the existing vehicular capacity on the road network, based on recent traffic counts;
• Accident Analysis – identification of any significant highway safety issues and analysis of recent road traffic accident history relating to the study area;
• Junction Analysis – identification of the assessment years and growth factors used in order to predict the future impact of the development traffic on local junctions;
• Transport Impacts & Mitigation Measures – identification of any mitigation measures proposed to minimise the transportation impact of the development, especially that relating to trips by private car.
Also, the Local Highway Authority will often have it’s own Transport Assessment requirements and guidelines which must be considered.
Mitigation Measures
CEC have a full in-house design capability to prepare technical drawings for mitigation measures relating to highway improvement schemes. Such schemes typically relate to junction improvements or the provision of new/improved footway and cycleway facilities.
CEC have extensive experience in the preparation of technical drawings for all junction types, from simple priority junctions through to roundabouts and complex signal controlled junctions. CEC can progress general arrangement drawings produced to accompany a Transport Assessment (for example) through to detailed design sufficient for construction purposes. We can also provide associated budget costs and contract documentation, manage the tender process, undertake site supervision, and act as CDM Co-ordinator.
