Road Safety Audits Road Safety Audits essentially consider ‘who can be hurt and why?’ It is not a technical audit, nor check that a scheme meets design standards. Our Road Safety Audit Section is fully independent of our Design Teams and can undertake Audits at all stages. Our knowledgeable and highly experienced Road Safety Auditors provide considered and impartial advice to both public and private organisations. Audits are undertaken in compliance with HD19/03 (Highways Agency standard); HA42/94; HD19/94; to IHT Guidelines (1996); or to a local authority’s own standard. Road Safety Audits encompass: Stage 1 Preliminary Design Stage 2 Detailed Design (Can be combined into Stage 1&2) Stage 3 Completion (Or substantial completion) Stage 4/5 12 & 36 months after completion Although not mandatory, an Interim Audit can provide major cost savings by the early identification of potential problems during construction. We offer a comprehensive range of audits including: • Major and minor highway improvements • Town Centre Redevelopment • Pedestrian & Cycling Schemes • Roundabout Junctions • Traffic Signal Junctions • Traffic Management & Calming Schemes • Residential and Industrial developments Audits are undertaken by at least two skilled auditors on a term contract or ad-hoc basis. They are typically completed within 15 working days, although urgent audits may be completed within 5 working days, following the receipt of drawings and/or formal instructions. Audit Objectives The objective of a Road Safety Audit is to identify any aspects of a Highway Improvement Scheme that give rise to road safety concerns and, where possible, to suggest modifications that would improve road safety. A Road Safety Audit is intended to ensure operational road safety experience is applied during the design and construction process in order that the number and severity of accidents is kept to a minimum. Road Safety Audits are mandatory on Motorway and Trunk Road schemes. Many local authorities now require a Road Safety Audit for all development works to reduce liability and promote best practice. An Audit Report is produced by the Audit Team, which describes the identified road safety problems and recommended solutions to those problems. Road Safety Audits benefit road users, reducing the chances of collision, injury, and damage to property. They also reduce the chance of costly litigation. The defence of any claim on a scheme will be strengthened by a robust Road Safety Audit. Design Team Response Our trained Road Safety staff can prepare a Design Team Response on behalf of the Project Sponsor, which considers the problems raised in an Audit Report. Exception Report If a Project Sponsor considers items raised in a Road Safety Audit to be insignificant, outside the terms of reference, or that solutions recommended are not suitable given the relevant economic and environmental constraints an Exception Report should be prepared. We can assist with the preparation of an Exception Report giving reasons and proposing alternatives. Traffic Calming, 20mph Zones & Home Zones Our engineers are experienced in all aspects of traffic calming and 20mph zones and can undertake preliminary designs to assist with public consultation through to implementation. We can produce appropriate and cost effective designs to meet your needs for accident or speed reduction as part of S278 or S106.Agreements.
