Flood Risk Assessments
pp1acf8808.png
The government's Planning Policy Statement ’Development and Flood Risk’ (PPS25) stipulates that development proposals in areas at risk of flooding must be accompanied by a Flood Risk Assessment, which quantifies the risk of flooding to both the development and the surrounding local area.

Flood risk is therefore an important issue that affects the viability of many development sites and failure to produce a competent Flood Risk Assessment normally results in planning consent being withheld.

PPS25 sets out clear national standards for completing a Flood Risk Assessment but often, in addition to this, local plans and strategies have specific policies regarding development and flood risk, which also need to be taken into consideration.

A full understanding of local and national requirements is therefore necessary, in order to produce an effective Flood Risk Assessment.

How We Can Help

As experts in water management we provide some or all of the following services to deliver the appropriate Flood Risk Assessment for our clients:

▪ Desk studies of existing flood records.

▪ Detailed hydrological investigations using the Flood Estimation Handbook (FEH).

▪ Computer modelling using MIKE 11 (River Modelling Software) to identity the functional
floodplain and areas of sustainable development, as well as River Catchment Modelling.

▪ Survey of ground levels, watercourses and hydraulic structures within the catchment.

▪ Identification and design of sustainable drainage solutions.

▪ Negotiation with the Environment Agency and other Drainage Authorities.

▪ Percolation Testing.

▪ Technical assistance to understand surface water flooding (e.g., drainage exceedance
modelling to determine flood volumes, velocities and mapping of flood flow routes).

▪ Flood risk advice.

▪ Preparation of Flood Warning Evacuation Plans.

▪ Computer modelling of drainage networks including sewers and watercourses using WINDES,
 ISIS, HEC-RAS or MIKE11 software.

The Benefits

A professional Flood Risk Assessment prepared by Cole Easdon Consultants will:

▪ Take into account the requirements of the
national PPS25 standard as well as specific
 Local Authority requirements.

▪ Provide developers with the information
needed by Local Planning Authorities in order
to gain timely planning consent for their
 developments.

▪ Provide the Local Planning Authority with an
assessment of the impact of any new
development on flood risk to the established
 community.

▪ Outline the actions required to ensure a
 sustainable drainage system for new
 developments in flood risk areas.

▪ Propose cost effective improvements, which
 will reduce flood risk.

▪ Provide a quantified assessment of flood risk
 from all sources.
