Brett Farmery

Brett Farmery – MEng (Hons) CEng MICE MCIHT – Managing Director

Having joined Cole Easdon Consultants in 2004, Brett was made Managing Director in 2013. In addition, Brett has responsibility for CEC’s transport planning services. With a background in site based civil engineering whilst working for Taylor Woodrow Civil Engineering, Brett understands the transport implications associated with new development from both a planning and construction basis alike. Acting for both private and public sector clients, Brett offers expertise in all areas of transport planning, and splits his time between our Swindon and Bristol offices. He has expert witness experience.

Rob Bowley

Rob Bowley – BSc (Hons) CEng MCIWEM – Director

Rob has over 25 years experience in both site and consultancy based civil engineering. Having been made a Director of CEC in 2010, Rob splits his time between our Swindon and Bristol offices. He oversees the Water Management and Development Infrastructure teams as well as being responsible for the overall management of the company. Acting for clients including all major house builders, Rob has developed a wealth of experience on development projects of all sizes, and is well regarded by both clients and local authorities alike.

Melanie Warwick

Melanie Warwick – Finance Director

Melanie joined Cole Easdon Consultants in 2006 and has been working in accountancy since 1991. Melanie became AAT (Association for Accounting Technicians) qualified in 1999 and an Associate member of the CIPD (Chartered Institute of Personnel and Development) in 2015. Prior to joining CEC, Melanie worked in several business sectors gaining broad and valuable experience and knowledge within the accountancy field. Since joining CEC, Melanie has been responsible for all accounting functions including; management accounts, cash flow, payroll and VAT, and is also heavily involved with procurement, insurance, human resources and the overall management of the company. Melanie is also a qualified Assessor with business and administration assessing experience and uses this knowledge and experience to assist in CEC’s ISO 9001 Quality Management processes.

Dean Frosoni

Dean Frosoni – BSc CEng MCIWEM MICE – Technical Director

Dean is the Technical Director responsible for our Water Management and Environment Services, and has over 25 years experience in managing flood risk, civil, and environmental engineering projects in both the UK and Australia. Well regarded by developer and local authority clients, Dean offers expertise in flood risk assessment as well as preparation of urban drainage design for residential & commercial developments using Microdrainage computer software, floodplain mapping and modelling, flood defence and sustainable urban drainage (SUDS) design.

Pete Webb

Pete Webb – IEng MICE – Technical Director

Pete is the Technical Director responsible for our Civil Engineering services and offers over 30 years private consultancy and public sector experience in infrastructure design, contract documentation, contract administration and site supervision. Also experienced in the design and procurement of Section 278 (offsite Highway Improvement Works), Section 38 and Section 104 agreements, Pete acts for some of our major clients including Galliard, Redrow, Abbey Developments, Linden, Bellway, Persimmon and the Hills Group. Pete also fulfils the role of CDM Principal Designer using his wealth of knowledge and experience to the Client’s benefit.

Doug Hickman – BSc (Hons) FCILT – Technical Director

Doug is a Technical Director with responsibility for CEC’s Bristol office. He also assists the Managing Director with the running of the transport planning team. Doug has comprehensive knowledge and understanding of the transportation and highway assessment of a range of land uses, and, in addition to acting for major UK house builders, also has considerable experience of commercial, leisure, tourism, and health developments. Doug is also skilled at negotiating and securing agreement with highway authorities with respect to access, highway impact, and contributions. He also has expert witness experience.

Jon Candy

Jon Candy – IEng MICE – Associate Director

Jon joined Cole Easdon Consultants in 2002 having spent 9 years working for a Local Highway Authority. Jon was promoted to Associate Director in 2017 and has extensive experience of civil engineering detailed design and project management. He manages the preparation of highway and drainage schemes, obtaining technical approval under Sections 38 and 278 of the Highways Act, Section 104 of the Water Industry Act, and to satisfy Building Regulations, NHBC and Environment Agency requirements. Jon works on projects of all sizes for major house builders collaborating with Architects and Planners from initial concept design and planning permission through to detailed design and subsequent approvals.
